ICB in Leeds

On 1 July 2022, individual clinical commissioning groups (CCGs) were replaced by integrated care boards (ICBs).

ICBs have taken over responsibility for planning and buying (commissioning) NHS services from CCGs. They work at a regional level to help join up services and improve people’s health, but also delegate some funding and decisions to local places – in our case, Leeds – so that we can work with our partners to plan and fund services that make a difference to our residents. You can find out more about these changes in this video by The King’s Fund

Staff who previously worked for NHS Leeds CCG now work for the NHS as part of the West Yorkshire Integrated Care Board (WYICB) and wider West Yorkshire Integrated Care Partnership. They are the Leeds office of the NHS West Yorkshire ICB (the ICB in Leeds).

The role of the ICB in Leeds is to support the Leeds Health and Care Partnership (LHCP) and the West Yorkshire Integrated Care Board (WYICB) to :

  • Make sure the health and care system in Leeds meets its legal duties, especially those relating to quality, safety and finances.
  • Help improve health outcomes and reduce health inequalities by developing and embedding population health planning in Leeds. This is a way of working that helps services understand current health and care needs and predict what local people will need in the future. It means we can tailor better care and support for people, design more joined-up and sustainable health and care services and make better use of public resources.
  • Work with organisations and the public to develop joined up health and care services that focus on the people who use them (patient-centred care). We want to make sure people are supported to develop the knowledge, skills and confidence they need to more effectively manage and make informed decisions about their own health and health care and are always treated with dignity, compassion and respect.
