Rebecca Charlwood

Role: Independent Chair - Leeds Committee of the West Yorkshire Integrated Care Board

Rebecca was formerly Chair of the Leeds Health and Wellbeing Board for five years and the Executive Member of Health, Wellbeing and Adult Social Care. During this time, she was involved in setting up the Integrated Care System in West Yorkshire, specifically in developing the relationship between the NHS and Local Authorities.

Rebecca was responsible for the Public Health and Adult Social Care portfolios in Leeds City Council and was in post during the first year of the Covid-19 pandemic. She has significant leadership experience in complex relationship management, developing place strategies on prevention and healthy communities and overseeing demand-based budgets.

Before this, Rebecca held a UK-wide Social Care Compliance Advisor role and has held a number of national quality management roles. She was also a front-line mental health worker.

Rebecca has a MSc in Public Policy and Management from SOAS and a BSc from the University of Leeds. Rebecca lives in Leeds with her husband and two children.
